Meeting to Explain State Support Measures Held in the East Kazakhstan Region
Deputy Foreign Minister Alibek Kuantyrov and Managing Director of JSC “NC “KAZAKH INVEST” Azamat Kozhanov visited the East Kazakhstan region on a working visit, during which they met with Akim of the region Yermek Kosherbayev. At the meeting, the parties discussed the priorities of the region's investment program and issues of attracting investments and implementing new projects.
Thus, the possibilities of increasing the tourist flow and developing the tourism potential of the region, including the Zaisan, Katon-Karagai, and Markakol districts, were discussed. Lake Zaisan has significant tourist potential due to its gentle sandy shore and warm water from the Tarbagatai district. It is also possible to create meat and fish processing plants there.
Moreover, there is a high potential for irrigated agriculture in the border area, the implementation of which will lead to the development of the agro-industrial complex and the growth of local producers. Taking into account the demand and sales market from the PRC, the need for drip and sprinkler irrigation projects, as well as the development of a border trade center in the area of the Maykapchagai crossing, was voiced. The parties stressed the importance of joint efforts in creating favorable conditions for investors and noted promising areas for cooperation.
During the visit, the delegation also visited the construction sites of Naryn-Sauda-OPT LLP's wholesale distribution center and Altai Mai LLP's production.
The Altai Mai oil extraction plant project, which has created 300 jobs and cost 17 billion ten thousand, is located on a plot of 10 hectares. During the meeting, representatives of Altai Mai voiced problematic issues regarding obtaining tax preferences under the investment contract and improving current legislation.
Altai Mai commissioning is scheduled to start before the end of this year, and the plant will reach full production mode in the coming year. The production capacity is planned to be up to 75 thousand tons of vegetable oil and 64 thousand tons of malt per year. The company is able to process over 500 tons of sunflower seeds or 400 tons of rapeseed per day, performing a full production cycle. The uniqueness of the project lies in the fact that all waste will be recycled and used for heating the plant. Domestic investors purchased modern equipment from Argentina, China, and other countries to equip the plant.
The ongoing project of the Naryn-Sauda-OPT Altai center implies the construction of a vegetable storage facility with a total area of 20,000 square meters and a cost of 11.9 billion tenge. The facility will be designed to store up to 40,000 tons of products in long-term refrigeration equipment.
Also during the working visit, representatives of the delegation visited a modern unified oil extraction plant in the village of Predgornoye, Glubokovsky district. The project was implemented in 2022 with the support of KAZAKH INVEST by the domestic investor Altyn Shyghys LLP, part of the Sey-Nar group of companies. Currently, the company is working on a new stage – constructing workshops for deodorization, refining, and bottling.
In addition, during the visit, the delegation got acquainted with the activities of the Ust-Kamenogorsk industrial zone.
