News - Kassym-Jomart Tokayev signed a Decree on debureaucratization of the activities of the State apparatus

The President signed the Decree "On measures to de-bureaucratize the activities of the State apparatus." The key principles of debureaucratization are the priority of essence over form, digitalization by default, managerial responsibility, continuous improvement, optimal regulation.

The decree provides for a set of systemic and applied measures, the implementation of which will ensure the acceleration of decision-making in the state apparatus, increasing the independence and personal responsibility of the first heads of state bodies, reducing document flow and reporting.

In particular, in order to accelerate the implementation of the assigned tasks, state bodies will be empowered to adopt regulatory legal acts without excessive specification of their functions at the legislative level.

On the basis of complex reengineering, the terms and stages of the rule-making and budgetary processes will be reduced by half. Along with this, systematization and automation of departmental reporting are envisaged; introduction of a ban for government agencies to request information contained in information systems; abolition of paper sighting and sheet-by-sheet initialing of documents; delegation of authority to the level of middle management; providing the heads of state bodies with tools and conditions for remote work, etc.

Digital transformation and systemic reengineering of all areas of public administration is of paramount importance in the work on debureaucratization. The main beneficiaries of this work will be citizens. In addition, the measures laid down in the Decree will relieve civil servants from unnecessary procedures and processes that do not affect the final result, as well as ensure that the state apparatus is focused on the effective implementation of political and economic reforms of the Head of State.
